REACH Introduction

1. What is REACH?

  Registration, Evaluation, Authorization and Restriction of Chemicals, means the European Union's regulations on the preventive management of all Chemicals entering its market. Implemented  on 1 June 2007.


2. The purpose of REACH.

It can Protecting human both on health and the environment; To maintain and improve the competitiveness of the Europe’s chemical industry; Increased the transparency in chemical information; Reducing vertebrate testing; Consistent with the Europe's international obligations under the WTO framework. In essence, REACH legislation will promote innovation in the chemical industry, produce safety products and stimulate competition and growth. Unlike the current complex regulatory system, REACH will create a unified chemical management system within the European Union, enabling all companies to follow the same principle to produce new chemicals and relate products.


3. Main contents of REACH.

All chemical substances with annual production or import of more than 1 ton shall be registered, and chemical safety reports shall be submitted if annual output or import is more than 10 tons.  


Evaluation includes carchival assessment and material assessment. The archival assessment is the integrity and consistency of the company's submission of registration documents. Material assessment is check the risk of identifying chemicals that harm human health and the environment.


Authorization, it means authorizes the production and import of chemicals with certain hazardous characteristics and high attention to them, including CMR, PBT, VPVB, etc.


Restriction, if they think a substance or its configuration, products manufacturing, and put on the market can cause of human health and environmental risks can  not be fully controlled, Then will limit the production or import in the Europe.Note: PBT persistence, bioaccumulation and toxic chemicals of vPvB high persistence, highly bioen riched chemical CMR carcinogenic, mutagenicity and biotoxic substances, etc.
